The problem with those statements is the wording. His "penalty" was the Crucifixion where He took the sins of the past and future for our salvation. Yes, the "penalty" for sin is hell, but Jesus never sinned. Jesus (who is also God) is sinless. God could never be in Hell. So saying, "Jesus pay[ed] the penalty for people's sin" and then following up that with "the penalty for sin is going to hell" are true statements, but the word "penalty" changes its meaning.
