In the Bible all of the miracles and feats of the prophets and Judges like Samson are done through the Holy Ghost. If you say that people can call that power through some amulet the only time something similar happened was when Moses and Aaron were fighting against the magicians of Egypt who actually had powers. At that time they did feats using a staff but in fact it was just for show and God was doing it.
